Alternatives to Single-member Plurality Districts: Legal and Empirical Issues*

چکیده

While single-member districting (smd) is the most common form of representation in the U.S., apportionment schemes at the state and local level often make use of multimember districts (Klain 1955; Jewell 1971), the polar type of which is, of course, the at-Iarge election; •'̂ and in one state (New York) weighted voting is the most common of the various systems in use for county government.^ In the late 196O's and 7O's such non-smd systems have come under increasing challenge as violating 14th Amendment "equal protection" standards.

Chapter 7 Proportional Representation , the Single Transferable Vote , and Electoral Pragmatism

An exploration of competing electoral systems-single-member district plurality systems (predominant in the U.S.) versus proportional representation systems (STV in particular)-and competing theories of participatory democracy: J.S. Mill's optimistic deliberative democracy model, and Richard Posner's more pessimistic elite democracy model. Mill assumes voters are politically educable, capable of...

On the Origins of Electoral Systems and Political Parties

The old, understudied electoral system composed of multi-member districts, open ballot and plurality rule is presented as the most remote scene of the origin of both political parties and new electoral systems. A survey of the uses of this set of electoral rules in different parts of the world during remote and recent periods shows its wide spread. A model of voting by this electoral system dem...

Division of the Humanities and Social Sciences California Institute of Technology Pasadena, California 91125 Electoral Competition with Entry

By extending the established theoretical models of electoral competition with entry (eg. Palfrey (1984)) to incorporate simultaneous competition for multiple districts I produce a unique two party equilibrium under plurality rule with non-centrist party platforms. This equilibrium also precludes entry of additional parties. This result is used to provide a domain for which Duverger's Law could ...

Multiparty Split - Ticket Voting Estimation as an Ecological Inference Problem ∗

The estimation of vote splitting in mixed-member electoral systems is a common problem in electoral studies, where the goal of researchers is to estimate individual voter transitions between parties on two different ballots cast simultaneously. Because the ballots are cast separately and secretly, however, voter choice on the two ballots must be recreated from separately tabulated aggregate dat...

District magnitude , electoral formula , and the number of parties KENNETH

Duverger’s propositions concerning the psychological and mechanical consequences of electoral rules have previously been examined mainly through the lens of district magnitude, comparing the properties of single-member district plurality elections with those of multimember proportional representation elections. The empirical consequences of multimember plurality (MMP) rules, on the other hand, ...
